Democrats Will Attempt to Revamp 2003 Medicare Law Congressional Democrats said they will attempt to revise the new Medicare reform law as soon as possible after reconvening January 20, 2004. The Republican-led Congress passed the bill in November, and President Bush signed it into law in December 2003. One of the Democrats' major goals is to enhance the first-ever Medicare prescription drug benefit. In addition, they want to cut down the role private health plans will have in the Medicare program. Key provisions for long-term care
facilities, such as the therapy cap moratorium and employee background check pilot program, are not expected to be affected.
