Congress Passes Legislation to Stop Representative Payee
The Social Security Protection Act of 2003 (HR 743)was passed by both the House and Senate, to eliminate fraud in cases where representative payees are supposed to be helping Social Security and Supplemental Security Income beneficiaries who cannot manage their own affairs.  Anyone imprisoned for more than a year cannot be a representative payee.  Fines for the misuse of funds will be imposed.  For a copy of the legislation, please visit: http://thomas.loc.gov.

Study Shows Nursing Homes Fails to Meet End-of Life Needs
The Journal of the American Medical Association reports nursing homes and hospitals regularly fail to treat dying patients with respect or provide needed emotional support.  The study offers the most definitive national survey yet of surviving family members.  Bereaved relatives also faulted the medical care provided to their loved ones.  Issues surrounding end-of-life needs are particularly important since most Americans spend their final days in nursing homes and hospitals.  Nearly one-quarter of those dying at nursing homes did not get relief for labored breathing.  Nearly one-third did not get enough care for pain.  And nearly 20% suffered because of the staff's incomplete knowledge of the patient's medical history.  Sadly, patients in hospitals fared only slightly better.  Families reported much greater satisfaction with hospice care provided to patients at home.  To read the study abstract, please visit: http://jama.ama-assn.org/cgi/content/abstract/291/1/88
